Special Education Law

In the United States, all children have a right to a free and appropriate public education.  That right is extended to all children regardless of race, disability, gender, family background, etc.

Do you feel that there are any circumstances that would exclude a child from being eligible to receive to a free and appropriate public education? Why or why not? Justify your answer.
